Q: As a followup to last Sunday’s column on the seal-coat problem on Horseshoe Bend Hill, where can we send bills for windshields that are taken out by flying rocks? It isn’t just Horseshoe Bend Hill, either. The highway north from Horseshoe Bend has spots with the same problem.
